In the first half of the year, our province has gradually overcome the adverse effects of the epidemic, and the economic operation has rebounded. However, the external environment is uncertain and economic development is still under pressure. Under the premise of normalization of epidemic prevention, it is necessary to do a good job in the "six stability" work, fully implement the "six guarantees" task, make every effort to help companies relieve difficulties and stimulate market vitality, stabilize the economic fundamentals, preserve basic people's livelihood, effectively prevent risks, and ensure complete the annual economic and social development goals and tasks.

Make every effort to ensure the overall stability of the employment situation. On the basis of the rebound in investment in the second quarter, we should increase the scale of investment in the “two new projects and one important project”, and adopt fiscal and tax incentives to encourage private investment and private enterprise investment, create more jobs, and minimize the impact and losses of the epidemic.

Do a good job in foreign trade and foreign investment with high-level opening up. In the context of the continued global economic downturn and the rapid expansion of trade protectionism, we should continue to accelerate the pace of reform and opening up, continuously optimize the business environment and investment environment, enhance the ability to attract foreign capital, and accelerate the integration into the global industrial chain through industrial chain investment and foreign investment introduction, so as to enhance the momentum of economic development.

Do everything possible to protect market entities. Protecting the market entities means safeguarding the economic and social development, safeguarding the basic people’s livelihood, and the long-term stability. Whether it is a state-owned enterprise, a private enterprise, a foreign-funded enterprise, a Hong Kong, Macao, or Taiwan-funded enterprise, or an individual industrial and commercial household, it should be implemented without discrimination of the difficulty-relieve and beneficial policies for enterprises. It is necessary to reduce taxes and fees, reduce rents and interest rates, and financial support to ensure that various relief measures directly benefit market entities, and effectively alleviate the problems of difficult financing for enterprises, especially small, medium and micro enterprises. It is necessary to create a good business environment and pro-clean political and business relations, give market players peace of mind, and cultivate a group of new forces to promote the high-quality development of our province in the new era.

Promote the implementation of various tasks with the high quality of party building. To do a good job in the "six stability" work, implement the "six guarantees" task, and coordinate the promotion of epidemic prevention and control and economic and social development, the key lies in strengthening party building. We must continue to strengthen ideological guidance, consciously use Xi Jinping’s new era socialism with Chinese characteristics to arm our minds, guide practice, and promote work, and resolutely maintain a high degree of ideological and political action with the Party Central Committee with Comrade Xi Jinping at the core. It is necessary to continue to change the work style, insist on the leadership of party members and leading cadres, effectively empower the grassroots to reduce the burden, resolutely overcome formalism and bureaucracy, and continue to create an atmosphere of learning, strictness, and diligence.

Effectively enhance the endogenous development momentum. We should vigorously promote technological innovation, upgrade the modernization level of the industrial chain and supply chain, give full play to the decisive role of the market in resource allocation, better play the role of the government, vigorously promote entrepreneurship, create a good business environment, and stimulate the vitality of various market entities, so as to promote the high-quality economic development of our province.
