The Education Departments or Commissions or Bureaus of every province, Production and Construction Corps of Xinjiang autonomous region, relevant departments (units) and higher education institutions of the relevant departments, and the higher educational institutions of each province or founded by va- rious province.As the departmental budget requires, application for General Project of Humanities and Social Sciences Research of the Ministry of Educa- tion in 2019 will be embarked on in 2018. According to the document --Management Measures for Humanities and Social Sciences Research Projects of the Ministry of Edu- cation( Jiaosheke No.2〔2006〕), to make full preparation for the application work, the relevant matters are now notified as follows.

I. Guiding Ideology

Hold high the great banner of socialism with Chinese characteristics, we need to thoroughly study and practice Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and the spirit of 19th National Congress of the Communist Party of China, and conscientiously implement theOpinions on Accelerating the Construction of Philosophy and Social Sciences with Chinese Characteristics issued by the CPC Central Committee. Focusing on major theoretical and practical issues, we adhere to both the basic research and application, promoting colleges and universities to accelerate the construction of phi-losophy and social sciences with Chinese characteristics and to better serve the cause of the party and the country.

II. Application Contents

This application will not be limited to a specific Manual (except Special projects with targeted funds). Applicants should carefully select their subjects for researching based on their researching backgrounds and academic expertise. The titles of subjects should be standardized, accurate and concise.

Applicants should thoroughly study and understand Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era and the spirit of 19th National Congress of the Communist Party of China as their subjects should be of distinctive features of the times, problem orientation and innovation. Basic researches should reflect original and pioneering values in light of frontier researches and discipline requirements at home and abroad. As for applied researches, it should be targeted, practical and referential with focuses on overall, strategic and forward-looking major theories and issues as the great cause of the party and nation requires.

1. Project Category and Funding Range

The research term of the general project is 3 years. The specific categories are divided into: (1) Planning Fund projects with no more than 100,000 Yuan funded; (2) Youth Fund projects with no more than 80,000 Yuan funded; (3) Self-Financing projects with at least 80,000 Yuan self-raised by the applicant from the relevant departments or enterprises and institutions outside the school. (4) Targeted-Task projects, including special studies on the theoretical system of socialism with Chinese characteristics, special work on ideological and political work in colleges and universities, construction of university demonstrative Marxist colleges and excellent teaching and research teams, research projects on engineering science and technology personnel training, and researches on the theory of educational integrity. The specific application conditions and notice will be released other time.

To boost development of humanities and social science researches of universities in the western and frontier regions, this project will continue to set up subjects in the western and border areas such as Xinjiang and Tibetan projects. As we will not separately organize the application for these projects, please refer to the application and appraisal conditions of general projects application.

2. Disciplines for Application

According to theSubject Classification and Codepublished by the former State Bureau of Quality and Technical Supervision in 2009 and the reality of colleges and universities, disciplines for application includes (1) Marxism/Ideological and Political Education; (2) Philosophy; (3) Logics; (4) Religious Stud-ies; (5) Linguistics; (6) Chinese Literature; (7) Foreign Literature; (8) Artistics; (9) History; (10) Archaeology; (12) Management; (13) Political Science; (14) Law; (15) Sociology; (16) Ethnology and Culture; (17) Journalism and Communication; (18) Library, Intelligence and Philology; (19) Education; (20) Psy- chology; (21) Physical Education; (22) Statistics; (23) Hong Kong, Macao and Taiwan Studies; (24) International Studies; (25) Interdisciplinary/Integrated Studies .

III. Application Qualification

1. This application is limited to the national general higher educational institutions.

2. Applicants must be able to undertake researches and truly shoulder the responsibilities to implement the project. Each applicant is limited to one pro- ject. Members of the listed subjects’ teams must obtain individual’s consent and signature, otherwise the application will be deemed to have violated the regu-lations.

3. In addition to complying with the relevant provisions of theManagement Measures for Humanities and Social Sciences Research Projects of the Minis-try of Education, applicants should also meet the following conditions.

1) Applicants for the planning fund project shall be in-service teachers with senior professional titles (including deputy High positions).

2) Applicants for the Youth Fund project shall be full-time and official teachers with a doctoral degree or a middle-level or above (including intermed- iate) positions, who are not more than 40 years old (born after July 1, 1978).

3) Applicants for Self-Financing projects shall attach the entrusted research unit funds to the account vouchers or bank receipts provided by the School Finance Division after the “Application Form for Appraisal of Humanities and Social Sciences General Projects of the Ministry of Education (hereinafter re- ferred to as “Application Appraisal Forms”). And they need to copy the above proof materials and fill in the “Other sources of funds” column in the “Appli- cation Appraisal Forms”.

4. You may not declare this project in any of the following circumstances:

1) The person who in charge of the Humanities and Social Sciences Research Project of the Ministry of Education (including major research projects, major base projects, post-financing projects, general projects, etc.) are doing relevant researches.

2) The humanities and social science research projects of the Ministry of Education hosted by who has been cancelled for any reasons since 2016 (inclu- sive). The person cannot apply this project. .

3) Anyone who has been researching the National Social Science Fund Project (including major bidding projects, key projects, general projects, youth pro- jects, post-funded projects, western projects and single-disciplinary projects etc.) and various projects of the National Natural Science Foundation of China, when applying again, needs to attach the relevant certificates to prove the previous projects are completed.

4) Anyone who has not manage to apply for the General Projects for 2 consecutive years (referring to 2017,2018) will be suspended to apply for this pro- ject of 2019.

IV. Application Measures

1. As for universities and colleges affiliated to the Ministry of Education or founded by Ministry of Education and local Provinces, their individual schools should apply for the projects. As for local universities and colleges, the education Commission or Departments of provinces, autonomous regions and munici-palities should submit the application to us. As for other universities and colleges, the Education Bureaus or Offices apply for projects. That is, we won’t accept personal application.

2. Procedures

1) We only accept on-line application. Please refer to the 2019 version of Application Form, otherwise, invalid.

2) Application platform will be Applying System for Humanities and Social Sciences Management Platform Project of the Ministry of Education. Please pay more attention to the website of the Ministry of Education and Social Sciences (www.moe.edu.cn/s78/A13/).The on-line application measures and proced-ures are subject to this system.

3) The online application of the project starts from August 6, 2018. Applicants can log in to the application system to download the “Application Appraisal Form”, and fill in the form according to the instructions in the application system. The form is required to be filled in online and printed onto paper and up- loaded in the application system.

4) The project funds will be managed strictly as theMeasures for the Administration of Special Funds for Philosophy , Social Science Prosperity projects in Colleges and Universities( Caijiao No.317〔2016〕) regulates. The project applicants shall accurately calculate the total budget according to the actual de- mand within the researching period, and reasonably allocate the annual budget. The rationality of the budget is an important factor for appraisal. That is, if the budget is unrealistic, the appraisal results will be badly affected. The implementation of the annual budget is an important part of the mid-term inspection and finalization of the project and serves as an important basis for follow-up funding.

5) If the universities and colleges have already registered the application system, the original account for registration is still valid.And for those universities and colleges, you just need to update your school information and verify the information such as the financial allocation account of the unit.As for the green hands for the system, you need to register a new account with school information, password and fax application form for registration with your official seal to 010-58803011. 3. Deadline of Submission

The deadline for the online application is September 14,2018.Report materials need to be reviewed before the above date and please send the paper ver- sions by September 19, 2018.

1) The List of General Project of Humanities and Social Sciences of Ministry of Education Application (hereinafter referred to as the "Application List ) needs printing on line stamped with the official seal of the school.

2) One paper version of Application Appraisal Form with the official school seal (A4 paper print, left binding) need to be submitted. The order in which the Application Appraisal Forms is requested should be in accordance with the order of the Application List.

3) The school financial account should be printed with as official seal (if the account is changed, it needs to be revised through the Humanities and Social Sciences Management Platform of the Ministry of Education).

V. Others

1. Applicants should carefully read theManagement Measures for Humanities and Social Sciences Research Projects of the Ministry of Educationand the past projects to improve the quality of application and avoid repeated application.

2. The quantity and contents written in the “Application Appraisal Forms need to be submitted online which should be in accordance with the paper ver- sions with official signatures and seals. Otherwise, the materials cannot be accepted.

3. This project appraisal is conducted anonymously. In order to ensure the fairness and impartiality of the appraisal, the applicant's name, school and other relevant information shall not appear in the “Application Appraisal Forms B, otherwise it will be void.

4. Applicants should truthfully fill in the materials to ensure that there are no intellectual property disputes. Anyone who commits fraud, plagiarism, pla- giarism, etc. will be disqualified for three years upon verification.

5. The application unit shall strictly check to ensure the accuracy and truthfulness of the information submitted. If the declaration is violated, it will be no- tified and criticized.
