Luo Zhen was born in Sep. 1970 at Xihe County of Gansu province. He is a party member of CPC, now works as the Director, Associated Professor of Institute of Pharmaceutical Industry Economics and Pharmaceutical Affairs, School of Pharmacy and Part-Time Researcher of Institute for Studies in County Economy Development (Institute for Studies in Rural Revitalization Strategy) of Lanzhou University.

Besides, he also serves as a National licensed proficient pharmacist, a member of Consultants Panel on Policies of Health and Family Planning Commission of Gansu and Consultants Panel on New-Type Industrialization of Lanzhou, as well as the Director and Deputy Secretary-General of Gansu Pharmaceutical Association. He is specialized in pharmaceutical industry economy and pharmacy management.

Achievements

In recent years, he has been in charge of over 30 projects such as Study on the Overall Plan of Building a National Comprehensive Experimental Zone for Chinese Medicine Industry in Gansu Province, Research on Development Planning of Lanzhou National Biological Industry Base and Study on the 13th Five-Year Plan for the Development of Pharmaceutical Industry of Gansu Province. The further information are as follows.

1. In 2018, as the Gansu Development and Reform Commission (GDRC) prepared the Gansu Traditional Chinese Medicine Industry Development Plan, he undertook the task of preliminary research on this subject, producing the Research Report on the Development of Traditional Chinese Medicine Industry in Gansu Province, 85% of which have been accepted as a part of Special Action Plan Traditional Chinese Medicine Industry Development in Gansu Province, an official document issued by the provincial government ( No. 95,〔2018〕, Gansu Provincial People's Government).

2. In 2018, he led and completed Development Plan of Demonstration Base for Processing Refined Decoction Pieces of National Traditional Chinese Medicine in Weiyuan County. He put up with the idea of “focusing on building 8 major projects at the base to form a new setup in which all industrial layouts can be well-organized, complementary, and inter-supported and sophisticatedly coordinated ”.

3. In 2016, he was in charge of making Overall Plan on Constructing a Comprehensive Trial Zone to Develop National TCM Industry in Gansu, which was approved by the National Health Commission of PRC, National Development and Reform Commission (No. 98, [2017], National Health Commission). Therefore, Gansu became the first Trial Zone to Develop National TCM Industry.

4. In 2016, he guided and completed the Program for 13th Five-Year Plan for the Development of Pharmaceutical Industry of Gansu Province, which was approved by Gansu Provincial Government (No. 153, 〔2016〕, Gansu Provincial People's Government).

5. In 2015, he led and completed the 13th Five-Year for Medicine Circulation Industry, which was approved by Department of Commerce of Gansu Province (No. 137,〔2016〕)

6. In 2012, he guided and finished the Overall Development Plan for the National Bio-Industry Base in Lanzhou, which was approved by National Development and Reform Commission (No. 3416, ［2012］), enabling Lanzhou to become the first National Bio-industry Base in Northwest China.

7. In 2012, he was in charge of preparing the Development Plan for Constructing National Chinese Medicine Raw Material Supply Base in Dingxi, which was approved by the Ministry of Industry and Information Technology of the PRC.
