Abstract :Speeding up the formation of a new pattern of development, which is dominated by the great domestic circulation and promoted by both domestic and international circulation, is a strategic decision of the CPC Central Committee that concerns the overall situation by scientifically grasping the international situation and the changes in the stage, environment and conditions of China's development. The construction of the new double-cycle development pattern and the implementation of the rural revitalization strategy have the inherent consistency in policy objectives, and they are nested each other in policy practice. The actual development needs of the rural industrial transformation and upgrading, the release of consumption potential and the optimal allocation of production factors can be well connected with the formation of the great circle of domestic economy, accelerating the transformation and upgrading of agriculture, promoting the construction of modern agricultural management system and strengthening the innovation of Agricultural Science and technology will be the key direction of agricultural development in the construction of the double-cycle new development pattern. Based on the integration of the new double-cycle development pattern and the rural revitalization strategy, this paper puts forward the policy optimization of agricultural development from the circulation circulation of agricultural factors and the reform of institutional mechanism, from the rural market circulation system, consumption financial system and consumption structure, upgrade aspects of rural consumption capacity promotion tool design.
