Abstract: Given the particularity of studies on rural revitalization evaluation, this paper examines and improves the mainstream evaluation index system by adopting the methods of index selection and power endow ment. Taking the counties as research objects, it proposes the methods of establishing evaluation index system by establishing evaluation index collection in light of relevant selection principles, applying improved entropy-analytic hierarchy process to determine the evaluation index proportion and using TOPSIS for reference to calculate the scores of index. This set of methods are tested empirically with the statistics of the counties of Gansu Province. The results show that the index proportions determined by improved entropy-analytic hierarchy process are more reasonable than the entropy method, as the comprehensive scores of rural revitalization more conform with the statistical rule, and their spatial distributions are better matched with the big rural development environment. Besides, the index scores at all levels accord with the practice of govrnment policies and their own developmental environments. All these results better testify the scientificity and applicability of this set of methods in practice.
