In order to thoroughly implement General Secretary Xi Jinping's new era socialism with Chinese characteristics, the spirit of the 19th National Congress of the Communist Party of China, and the new development concept, and to accelerate the implementation of the rural revitalization strategy, in accordance with Xi's "eight efforts" proposed for Gansu Province and the spirit of the important speech delivered when participating in the Gansu Delegation at the Two Sessions of the of the thirteenth National People's Congress Conference, to conscientiously implement the strategy raised by the 13th provincial party congress and the provincial two sessions, and further develop and strengthen the county economy in Gansu Province and deepen the implementation of the rural revitalization strategy, the Institute will release the 2019 public bidding project to all colleges and institutes in the university. We sincerely welcome all departments to organize research efforts and bid for the programs. The specific matters are notified as follows:

I. The Overall Requirements

1. The project declaration should be based on the situation of Gansu Province and the county. Research should be on the implementation of county economic development and rural revitalization strategy, and specific proposals and solutions to key issues.

2. In principle, the project applicant must have a certain preliminary research basis on county economy and Gansu province.

3. The project applicant should organize influential experts and think tank scholars to form a research group according to the topics, and carry out collaborative research.

II. Topics

The bidding projects mainly focus on the key, hot and difficult issues in five aspects: the national and local county economic development and rural revitalization, the orderly connection and smooth transformation of rural revitalization and county economic development, targeted-poverty alleviation and rural revitalization, ecological civilization construction and green development, institutional environment construction and evaluation. Research content is selected from the following topics:

1. Research on the development and growth of the top ten ecological industries in Gansu Province

2. The role and development path of Gansu in traditional Chinese medicine industry in county economy

3. Development of cold and drought agriculture and brand construction of agricultural products in Gansu Province

4. Cultivation of new agricultural management subjects in Gansu Province

5. Spatial distribution of agricultural industry and rural revitalization in Gansu Province

6. The linkage and transformation of poverty alleviation and rural revitalization in Gansu Province

7. The role of rural revitalization in the development of urban and rural integration

8. The path and effect of the "Three Changes" Reform in rural areas of Gansu Province and poverty alleviation

9. Village heterogeneity and rural revitalization path selection in Gansu Province

10. Reconstruction of rural human settlements in Gansu Province under ecological livability

11. Research on rural production, living, ecological spatial layout optimization and integration development

12. Research on the new format and integrated development of rural cultural tourism in Gansu Province

13. Research on evaluation and development of geological tourism resources in Gansu Province

14. Research on the development of intangible cultural heritage and human landscape in Gansu Province

15. Evaluation and improvement of business environment in Gansu Province

16. Third-party performance evaluation of rural “Three Changes” Reform in Gansu Province

III. Project Settings and Results Requirements

1. Project implementation period: from project approval to June 30, 2020.

2. Applicants should carefully read the bidding notice and reporting requirements before completing the form; the same applicant is limited to one item, and all over-limit declarations are invalid.

3. Set the research framework and project budget according to the topic selection. Each funding amount will be filled in by the project applicant according to the research content, and the research institute will arrange the final funding amount.

4. Results and final requirements

(1) The results are mainly in forms of research reports, policy advisory reports, papers, monographs, etc. The project research period is 1 year. After the project is completed, the project shall be applied for conclusion according to the form and quantity of the results as agreed in the project application evaluation.

(2) Mid-term results

For the mid-term inspection on November 15, 2019, at least 2 decision-making advisory reports and mid-term research reports or special reports shall be submitted.

(3) Final requirements

The project shall be completed on June 30, 2020. Based on the completion of the research report of not less than 30,000 words, the results will be submitted to no less than 3 decision-making consultation reports, and any one of the following tasks will be completed: 1) at least 1 result should be adopted by the government at the prefecture level; 2) to publish 1 SSCI or 2 CSSCI papers with the Institute as the first signing unit; 3) publish one monograph with the Institute as the first signing unit. The research results obtained by the “Open Bidding Project” should be marked with “2019 Public Bidding Project (Project No.) of Institute for Studies in County Economy Development (Institute for Studies in Rural Revitalization Strategy); the content of the research should be highly relevant with application.

5. Sign the project cooperation agreement with the institute, report the progress of the project regularly, and ensure that the project is completed on time.

IV. Funding

According to the research content, each project that agrees to the project is funded by 30,000-50,000 RMB. The project leader organizes the research team and budget the project.

V. Material Submission

The deadline of the application for this project is June 25, 2019. Please submit the project application form (Annex 1) in duplicate before the deadline in A4 double-sided printing and left binding to Room 1822, Qiyun Building, Lanzhou University, No. 222 Tianshui South Road, Chengguan District, Lanzhou City, Gansu Province. At the same time, the application in electronic form (named "Landa County Domain Public Bidding Subject + Name + Department" should be submitted to xyjj@lzu.edu.cn and will not be accepted after the deadline.

VI. Other Instructions

Project implementation schedule is under management and quality control. If the schedule is seriously slow or the project is difficult to achieve the expected target due to subjective reasons, the project should be terminated and the project funds recovered. After the project research is completed, the project results are submitted to the expert group for evaluation and the research team leading group for review.
