At the invitation of the Organization Department of the Xifeng District Committee of the Communist Party of China, on the morning of July 3 and 7, Mao Jinhuang, the executive director of the Institute, went to the University Student Village Official Training Base of Qingyang and conducted a special training themed as "realize the effective connection of rural revitalization and poverty alleviation, and promote High-quality Development of County Economy"for 120 village-level party organization secretaries in Xifeng District in two phases.

At the beginning of the training, Mao Jinhuang clearly pointed out the important role of the party organization secretary in the implementation of the rural revitalization strategy. He said that implementing the rural revitalization strategy was one of the important strategies put forward by the party's 19th National Congress. The party branch secretary has been the "main backbone" of the grassroots party branch, and whether the party branch secretary will work is directly related to the effectiveness of the implementation of the rural revitalization strategy. Cultivating and training a "three rural" work team that understands agriculture, loves the countryside, and loves farmers is the key to building the team of village party branch secretaries. Therefore, in the implementation of the rural revitalization strategy, only if the team of party branch secretaries has been strengthened can promote rural revitalization develops in depth.

Later, Mao started with a comprehensive and detailed explanation from three aspects: rural revitalization strategy, effective connection of rural revitalization and poverty alleviation, and rural revitalization and high-quality development of county economy.

Firstly, he made a thorough analysis of how to understand the rural revitalization strategy, the significance of the rural revitalization strategy, the general requirements of the rural revitalization strategy, and how to realize the rural revitalization. Secondly, he clearly pointed out the background of the effective connection between poverty alleviation and rural revitalization, several key issues, eight major changes that might be needed, and the overall thinking. Finally, he summarized the basic characteristics and typical problems of the county economy, as well as the economic characteristics and development models of the top 100 counties in the country, and revealed the actual situation and outstanding problems faced by the county economy in Gansu Province. He also put forward the countermeasures and suggestions for the county economy’s quality development in Xifeng District.

This training is a large-scale rotation training for the grassroots party building team carried out during the critical period of the decisive battle against poverty and the decisive victory of building a well-off society in Xifeng District of Qingyang City. It provides participants with an in-depth understanding of the importance of General Secretary Xi Jinping’s strategy for poverty alleviation and rural revitalization; it also provides participants with the theoretical follow-up and technical guidance for the implementation of relevant decision-making arrangements in the province and Qingyang City; which is conducive to enhancing the participants’ understanding of the development of the county economy, improving their ability and competence to lead the masses to promote rural revitalization, and truly become the “leading goose” in leading the masses to implement rural revitalization.
