     To implement the great goal of building China into a strong socialist country in education, science and technology with Chinese characteristics, extensively pool the powerful wisdom of scientific and technological personnel in colleges and universities, and scientifically and efficiently carry out the preparation of scientific and technology development planning for colleges and universities in medium and long term (2021-2035) and during the “14th Five-Year Plan”, the Ministry of Education has organized the application for strategic research projects of science and technology planning in colleges and universities. The notification of work is as follows.

  I. Research Directions and Topics

   On the basis of summarizing the achievements, experience, and problems of scientific and technological development in colleges and universities in the previous fifteen years (2006-2020), we should focus on the key and difficult points of education reform and development in the new era, accurately grasp the stage characteristics of scientific and technological development in colleges and universities to make in-depth analysis of changes on environment at home and abroad, as well as the prominent contradictions and problems confronted; we need to be goal- and problem-oriented, and highlight the overall strategic guidance. In accordance with the principles of being implementable, quantifiable, and implementable, we have studied and put forward the guiding ideology, the deployment of major tasks, the governance system, and the governance capacity reform plan for scientific and technological work in colleges and universities during the mid-to-long term (2021-2035) and the “14th Five-Year Plan”. The strategic projects and content requirements are shown in Annex 1.

  II. Application Requirements

 1. The principle investigator should have high academic attainment in relevant research field, have obtained deputy senior title or above, and can apply for no more than one project.

  2. The principle investigator shall organize and guide the whole process of the project implementation and undertake the substantive research work. During the implementation of the project, the project leader should actively provide decision-making consulting services for the planning and preparation, and complete the research tasks on schedule. The intellectual property rights of the research results of the project belong to the Science and Technology Department of the Ministry of Education.

  3. We encourage application by teams with multi-disciplinary, cross-school and cross-unit efforts, combining the old, the middle and the young, and encourage the establishment of high-level expert guidance groups.

  4. The amount of funding for strategic research projects is 100,000-200,000. The post-subsidy method is adopted in the projects and the subsidy is determined according to the completion of the projects.

  5. The applicant of the project fills in the "Application Form for the Strategic Research Project of Science and Technology Planning of Colleges and Universities" (see Annex 2 for details).

6. Applicants must send the paper application in three copies to the Research Institute Base and Achievement Management Center (Guiqin Building A409) by April 27. The electronic version should also be sent to the email kjcjdb@lzu.edu.cn.

   III. Project Execution Period

  The execution period of strategic research project is from May to October. The phased research results should be submitted before the end of August, and the final research results of the project should be submitted before the end of October.
