In accordance with the requirements of the "Announcement on the Special Application for the 2020 National Social Science Fund Unpopular and Peculiar Research" issued by the National Philosophy and Social Sciences Work Office, the relevant matters concerning the special application for the 2020 National Social Science Fund’s Unpopular and Peerless Research are hereby notified as follows:

I. Guiding ideology

We should adhere to the guidance of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of General Secretary Jinping’s important exposition on philosophy and social sciences, focus on accelerating the construction of philosophy and social sciences with Chinese characteristics, and always follow to base China, learn from foreign countries, and explore history, grasp the contemporary, care for mankind, and future-oriented thinking, earnestly strengthen the construction of the discipline system, academic system, and discourse system of philosophy and social sciences with Chinese characteristics, attach importance to the development of unique and unpopular disciplines with important cultural values and inheritance significance, and ensure that someone does it and has inheritance.

II. Target setting

In order to further play the role of academic inheritance and talent training, the unpopular research project will be innovated in the organization and management method from 2020, and gradually be shifted from funding single scholars and single projects to long-term funding for academic teams and disciplines.

1. Focus on national needs. We should adhere to the needs of the country, the position of the country, and the level of the country, and mainly fund the unpopular and unique research that is strategic, reserve, and long-term for national development and civilization inheritance.

2. Highlight discipline construction. Focusing on the long-term development of unpopular and fascinating disciplines, we will select some research fields to support each year, and promote the optimization of discipline structure in related disciplines, condensing discipline development direction, and scientific planning discipline development.

3. Support academic teams. Based on stabilizing the unpopular research team, we should strengthen the pool of young and middle-aged talents, strengthen the orientation of academic teams, focus on supporting academic teams relying on humanities research bases and long-term cooperative research, and promote the formation of a talent echelon with a reasonable structure and inherited generation in related disciplines.

4. Dependent rolling funding. Following the unpopular academic characteristics and research rules, we advocate the academic spirit of "10 years of sharpening a sword" and "sit on the bench", establish a regular inspection and evaluation and dynamic withdrawal mechanism for funded projects, and provide rolling funding for qualified ones.

        III. Funding areas

It is generally believed that unpopular subjects mainly refer to some traditional humanities fields and research directions that have low academic attention, difficult to produce results, and small research groups. Lost knowledge boasts with a unique cultural value, high academic threshold, and extremely difficult research in unpopular subjects. An endangered subject in which the research group is small or even has no successors. The study of oracle bones, bamboo slips, Dunhuang studies, ancient philology, endangered languages (dialects), minority languages and historical studies (Tibetan studies, Mongolian studies, Xixia studies, etc.), characteristic regional culture studies, traditional documents and unearthed documents collation And research, etc., belong to the scope of unpopular knowledge.

The purpose of this research project is to focus on supporting the unpopular knowledge that is of great significance to national development, civilization inheritance, and cultural security or fills the gaps, but the current lack of investment, lack of talents, research interruptions, and urgent need for rescue. Subject areas are tilted, focusing on basic humanities research, and scholars are encouraged to use new theories and methods to conduct interdisciplinary and interdisciplinary research based on their academic interests and academic accumulation.

IV. Funding intensity

Starting in 2020, this year's unpopular and unique research projects are divided into two categories: academic team projects and scholar individual projects. Applicants can choose one of them to apply. Academic team projects refer to the standards of major projects of the National Social Science Fund, generally 600-800,000 yuan per project; individual scholar projects refer to the standards of the annual key projects of the National Social Science Fund, generally 350,000 yuan per project. Applicants should compile a scientific and reasonable budget according to actual needs in accordance with the requirements of the "National Social Science Fund Management Measures" and the "National Social Science Fund Project Fund Management Measures".

V. Declaration conditions

1. Applicants must abide by the Constitution and laws of the People's Republic of China, adhere to the correct political orientation, value orientation and research orientation, and abide by the relevant management regulations of the National Social Science Fund; and all applicant should be able to independently carry out research work and have a title of associate senior (including) or higher.

2. Applying for the academic team project should meet the following conditions: (1) The chief expert should have a senior professional title, high academic attainments and great academic influence; (2) It has a research team formed on the basis of long-term cooperation, including one chief expert and no more than five research backbones; (3) Team members should have a senior professional title or a doctorate degree, have the ability to undertake unpopular academic subjects or other basic research and carry out innovative research, and their professional structure and age structure are reasonable; (4) The research team is relatively stable and has enough time and energy to invest in the subject research.

3. Applicants combine their own scientific research advantages and characteristics, grasp the research focus, and apply for self-designed topics. The applicant must be the actual person in charge of the topic.

4. If you apply for this research project from the part-time unit as a part-time person, the part-time unit must review the authenticity of the formal employment relationship of the part-time person, undertake project management responsibilities and promise credit guarantee.

5. Anyone who applies for this research project on the basis of a doctoral dissertation or post-doctoral outbound report must indicate the connection and difference between the applied project and the dissertation (outbound report) in the "Application", and submit it when applying for appraisal original copy of thesis (outbound report). It is not allowed to apply for this research project with published research results with the same or similar content.

6. All scholars who are in charge of major projects under the National Social Science Fund, major research projects, major projects of Marxist theory research and construction engineering, major research projects of philosophy and social sciences of the Ministry of Education, and other major national scientific research projects, as well as those who apply for national social science research this year Applicants for major projects of the Science Fund cannot apply for the academic team projects in this research project as the project leader; Scholars who preside over the research projects of the National Social Science Foundation, the National Natural Science Foundation of China and other national-level scientific research projects are not allowed to apply for the scholar's personal projects in this research as the project leader.

        VI. Working arrangement

This special research project will be submitted and reviewed online from 2020. The specific arrangements are as follows:

1. The online application system will be open from September 20 to September 25. During this period, applicants can log in to the National Social Science Fund Scientific Research and Innovation Service Management Platform (https://xm.npopss-cn.gov.cn) to provide real-name information. After registering an account, applicants should log in to the system and fill in the declaration information as required (there is no need to register again for those who have an account). The system will automatically shut down after the expiry date and no more applications will be accepted. The "Project Application System" in the National Social Science Fund Scientific Research and Innovation Service Management Platform is the only online platform for this application, and the system for online application methods and process management shall prevail.

2. Each unit shall strengthen the organization, guidance and service work of its online application, and strictly review the application qualification, application quality, the authenticity of the preliminary research results, the research strength and necessary conditions of the applicant and the research team.

3. All units must firmly establish political awareness, responsibility awareness and quality awareness, integrate relevant research forces, and carefully review and strictly control the political direction, academic value, and degree of innovation of the applied topics. It is necessary to carefully select scholars with high political quality, solid previous accumulation, good academic reputation, and dedicated academic research as the chief experts or project leaders of the academic team, and encourage young scholars to apply for related topics.

4. The National Social Science Work Office conducts a qualification review of the "application" and organizes experts to review the application materials that have passed the qualification review, and select the best projects.

        VII. Other details

1. Applicants must fill in the materials truthfully in accordance with the requirements of the "Application Form" and the notification notice to ensure that there are no intellectual property disputes and no conduct that violates the requirements of scientific research integrity. Anyone who commits fraud, plagiarism, etc., will be disqualified for five-year declaration once discovered and verified. If the project is approved, it will be withdrawn and criticized, and be included in the bad scientific credit record.

2. This research is dedicated to implementing classified management. The academic team project does not clearly limit the research cycle, and implements the management mechanism of "competitive selection, regular evaluation, and dynamic withdrawal". Generally, the project will be checked and evaluated once within 3 years after the project is established. The focus is on the academic team to evaluate the subject research, discipline construction, academic exchanges, and team building. Regarding the development of young talents, rolling subsidies will be given to those who are qualified, and funding will be stopped for those who are unqualified; The research cycle of individual scholars' projects is generally 3-5 years. Individual projects with difficult research are allowed to be extended appropriately. For those who complete the research tasks on schedule, have high quality of results, and have a clear future research plan, rolling funding will be given after evaluation, depending on the situation.

    VIII. Material submission

All colleges are requested to unify the "Application Form" (Annex 1, 2) in 2 copies (A3, front and back printing, middle seam binding), and the "Summary of Special Application Materials for the 2020 National Social Science Fund Unpopular and Peerless Research Project" with the official seal of the unit one copy (Annex 3) shall be reported to the Project Cultivation Management Office of the Department of Social Sciences before September 23, 2020, and the electronic version shall be sent to the designated mailbox. Applicants who complete the application form in the system before September 23, 2020 will not be accepted after the deadline, and personal materials will not be accepted.
